What about crime that don’t change history?

TEAs generally overlook most other non-violent criminal acts, because that results in no real impact, unless it’s the sort of crime that will have historic impact.

Remember, stealing culturally important items would change history. Even if ‘changing history ‘is not the purpose of doing that, it will be considered as a deliberate attempt to change history.

As for other crimes, violent crimes, especially ones done in particularly heinous ways, they can and will prosecute you for those. And it’s not particularly difficult to prove the case, they can easy confirm how history normally goes, so any changes were due to you.
