The story so far: Project Zero is a joint creation of the MTPs, and given authority over Timeline Zero. One of the purposes of this was to create a haven for temporal refugees, and it has.

However, Project Zero is not a democracy or even really a government, it consists of employees of the MTPs working together. It had been fairly unresponsive to the needs of the people who lived here, because it is operated by three different entities that do not wholly trust each other trying to work together, with all sorts of checks built in so no one gains an advantage or can trick anyone. They are deliberately slow.

Which is fine for the original purpose of ‘neutral meeting location overseen by three governments’, but not great if you want to build a new street or collect taxes to pay for that street or have a legal system.

Several years ago, a vote was held, a provisional constitution was worked out, and a provisional government was created. We do not currently have any true legal authority, however, Project Zero at this point has handed over almost long-term decision making on Haven to us, and they then rubber stamp our decisions.

There is currently a mayor and five city council members as elected positions. The elected people are all extremely part-time, and mostly work on planning at this point. Council meetings are open to the public, and the mayor has posted hours that she is in her office, but you can also just contact her anytime, if there is a situation.

Eventually, the plan is for us to transition to be the actual government over the island, while leaving Project Zero with control over the timeline and time travel in and out. At that point, we’ll expand quite a bit, slowly taking over security and maintenance and other relevant things. Likely using the exact same people on Haven that Project Zero currently employs.
