Haven didn’t really do much politics for the first decade or so. Project Zero was in charge, everyone seemed fine with that, there was much more concern about building housing and infrastructure and everything that was needed.
It was Key West, so in theory as long as people had a roof over their head they were mostly fine, even without walls. But still.
