Half the people expected Project Zero to respond to the formation of the Haven Provisional Government with threats, or even arrests, although no one could come up with anything illegal they had done. They had asserted they were a government, but that they were a government that asserted absolutely no power, so it didn’t seem illegal?
Regardless, Project Zero responded with absolutely nothing, as the more knowledgeable people had predicted.
So they had a government, if they could keep it. The best thing they could do is try to build some sort of legitimacy while Project Zero sat on their ass.
First they had several key people they need to work with. The people who actually made Haven function. Some of them were already attending meetings.
Dyani Adair had always been there. Her attendance had gotten spotty as they had worked on the constitution, which she had little interest in, but she was on very good terms with the group. So that was general construction of roads and housing and most big projects covered.
Cynthia Brady likewise had attended several times, and had mostly stayed out doing politics because she didn’t want her position as Head of the Security Force to influence things on way or another, or make it look like the people carrying weapons had a position. But she was on very good terms with the group and with Gregory. So that was covered too.
Elias Burke was in charge of infrastructure. Unfortunately for the provisional government, he had approached the Tuesday Group in 17 HY, after getting more autonomy, to see what they wanted for the community. He wasn’t sure about their ideas, but he would at least talk to them. But due to the disappearance of Brian Torres, who he had been friends with for years, and a series of failures to communicate or get real responses after that, he had not really interacted with the group since 18HY. Talking to him was going to be awkward.
