Brian Torres was one of the scientists who helped develop time travel for InterAct and ironically becoming a temporal refugee himself due to the pre-treaty meddling in the timeline by Commonwealth. One of the first public and vocal temporal refugees who knew how to talk to both TA/UC and InterAct, and helped lead a group of refugees skipping around the timeline before Haven.
It’s safe to say that Haven would not have existed without him. He brought his refugees to Haven months before Haven even formally existed, and they helped clear the island. Politically, he was generally option 1 or perhaps 2, trusting the MTPs, or at least, his own MTP of InterAct, and Project Zero. They just needed better communications with the residents, and it would be fine.
That was one of the only criticisms of him people had, that he was too trusting of the authorities. But, he would respond, the authorities had created the entire place to start with.
He disappeared in 17 HY, in what was a huge mystery at the time and derailed politics for almost a year, although interest in that mystery has since waned. As people are not able to time travel backwards on Haven itself, that will probably remain unsolvable.
